Is there a proposed legislation regulating AI in your jurisdiction?

On 21 October, 2025, the Hungarian Parliament approved the text of T/12632/9, the "Act on the Implementation of the European Union Regulation on Artificial Intelligence in Hungary" (the "Hungarian AI Legislation"), which establishes a national framework to enforce the EU Artificial Intelligence Act (Regulation (EU) 2024/1689). The Hungarian AI legislation establishes a framework for designating notifying authorities to oversee conformity assessment bodies for AI systems, as well as market surveillance authorities to ensure the lawful use of these systems. The government will designate a notifying authority and a market surveillance authority through a governmental decree. The Hungarian Artificial Intelligence Council will serve as an advisory body without decision-making powers. Its role will be to support the development of a national AI strategy and policy, coordinate AI-related activities across stakeholders, issue recommendations, and monitor AI applications in the public sector. The market surveillance authority will establish and operate an AI regulatory sandbox in accordance with the EU Regulation. The Hungarian AI legislation will enter into force 31 days after its promulgation, though certain provisions regarding the regulatory sandbox will not take effect until August 2, 2026.

Who are the competent AI supervisory authorities in your jurisdiction? 

According to the Hungarian AI Legislation the following bodies will be established:

AI Notification Authority (MI bejelentő hatóság): The Hungarian government will establish the AI Notification Authority, which will assess and designate conformity assessment bodies for high-risk AI systems, will monitor their compliance, and oversee notification procedures. 

AI Market Surveillance Authority (MI piacfelügyeleti hatóság): The Hungarian AI Market Surveillance Authority will act as the general market oversight body for AI systems in Hungary. It will investigate compliance with EU 2024/1689, conducts inspections (including unannounced), impose administrative fines, and coordinate with sectoral regulators such as the central bank (MNB). It also will operate Hungary’s AI Regulatory Sandbox, enabling controlled testing of AI systems under real-world conditions.

Hungarian Artificial Intelligence Council (Magyar Mesterséges Intelligencia Tanács): The Hungarian Artificial Ingelligence Council is an advisory body, which will be entitled to issue guidelines and position papers related to the implementation of the EU AI Act.
