Law 27/2021 of May 17 approved the Portuguese Charter of Human Rights in the Digital Era, but it is primarily principle-based rather than prescriptive. It sets out guidelines and fundamental rights for the digital environment, including AI, but does not create detailed regulatory obligations or enforcement mechanisms.

In September 2025, the Portuguese Government confirmed that ANACOM - Autoridade Nacional de Comunicações (National Communications Authority) will be the national authority for AI supervision, acting as the main regulator and point of contact for businesses and citizens.
