About Me

As the partner in charge of our Finance group in France and co-managing partner of our Casablanca office, I advise investment funds, banks, sponsors and public entities on the structuring, award and financing of projects in the energy, infrastructure and automotive sectors in Europe and Africa.

With over 28 years' experience in managing major projects and financing, I work on equity and debt financing transactions, with a strong public sector focus. I assist on all project and financing documents linked to development and project finance of large infrastructure, including public contracts or PPP-type global contracts and EPC (mainly FIDIC) and O&M contracts as well as all credit facility or investment documents in France, Europe and Africa in a variety of sectors.

My experience covers the structuring of PPP transactions, project finance, the creation of joint ventures (JVs), as well as advising on corporate and finance law and public and regulatory law. I have been involved in the energy (renewable energy, oil and gas), water, transport and telecommunications sectors since the start of my career, and also work in the mining sector, covering issues relating to the operation of mines and quarries. More recently, as part of the energy transition, I have been involved in issues relating to securing ores and materials critical to industry, the energy sector and the automotive sector. In particular, I have developed an activity to support players in the sector in manufacturing, recycling and logistics linked to the infrastructure required for the development of electric batteries.

I am or was a visiting professor at the Sorbonne Assas Law School in Paris and at INSEAD's Singapore campus, as well as at the universities of Montpellier, Aix Marseille, Paris 2 Assas and Paris Nord. I also co-authored 'Pratique des PPP' published by Lexis Nexis, 'Le Droit Uniforme Africain Issu de l'Ohada' published by Lexis Nexis, 'Project Finance in Africa' published by Lextenso LGDJ. I am the author of practical information sheets on public procurement and PPP contracts published by Lexis France and Lexis Maroc. Having developed an extensive practice in Africa and advised a number of companies in more than 50 countries on the African continent, I also participated in the creation of the first pan-African diploma on OHADA law applicable in 17 African countries.

  • Assisting the Republic of Cameroon on a 420MW project financed hydropower plant (value circa 920m euros). Awarded Project Finance International Bid Deal of the Year 2018.
  • Advising the African Development bank on the €50m financing of a pan African banking group.
  • Advising ING Bank on various solar and wind energy project financed projects in France.
  • Assisting of a consortium of DFIs and financial institutions on the acquisition of an infrastructure leasing group located in eight different countries.
  • Advising Investec Private Equity on its €90m acquisition of a logistic and transport business in North Africa
  • Assisting Pathe on the structuring, construction and financing of seven multiplex cinemas in five different countries.
