Stage of Implementation

As of January 2025, Bulgaria remains in the process of transposing the Representative Actions Directive (EU) 2020/1828. Following the rejection of an initial draft bill in April 2024, a revised proposal was prepared by the Council of Ministers and is now pending before the Bulgarian Parliament. The updated draft bill, released for public consultation in June 2024, seeks to amend the Consumer Protection Act (CPA) and the Civil Procedure Code (CPC) to implement the Directive’s requirements and modernize the underutilized class action system in Bulgaria. The proposal introduces opt-in mechanisms for representative actions and specifies that only qualified entities, such as consumer associations or public authorities, can initiate such claims.
