Initial steps taken / early stages of implementation
The starting signal for implementation has been given in Germany. An independent Commission of experts published its final report in November 2025 making recommendations on the Directive’s implementation in Germany.
The Federal Ministry is reviewing the Commission's proposals, which whilst not binding, they form the basis for national implementation. Based on the report, a draft bill is expected that will form the basis for the legislative process.
