As a specialist lawyer for public procurement law in our Public Projects and Procurement Practice Group, I advise and represent clients in public procurement procedures. I provide advice both in the preparatory phase (market research, procurement concept, procedural design and preparation of tender documents) and in the subsequent implementation of the procedure.
My advisory work focuses on the construction sector. I provide comprehensive advice to public authorities and private companies on the procurement of architectural and engineering services and construction services (either through individual trade contracts or general contractor contracts). I have extensive experience and knowledge in the procurement of planning and construction services for complex large-scale construction projects (including in the hospital sector, road construction and the energy sector),
Through my many years of close cooperation with the procurement departments of various public contracting authorities, I have also gained broad experience in various procurement processes. I am always interested in optimising procurement processes and implementing new ones. Among other things, I support public clients in implementing new and innovative procurement options (including the use of the open house procedure for the procurement of architectural and engineering services in accordance with the HOAI, flexible framework agreement models, and the early involvement of a general contractor in complex and long-term construction projects).
I also advise on risks of recovery arising from subsidy/grant law (e.g. §§ 48, 49, 49a VwVfG, §§ 23, 44 BHO, VV-BHO, ancillary provisions: ANBest-I, ANBest-P, ANBest-Gk, ANBest-P- costs).
I represent contracting authorities and bidders before the public procurement review bodies.
My priority in my advisory work is to find solutions for my clients that are efficient, economically viable, timely and legally secure, but at the same time practical.
