About Me

I am a corporate lawyer with extensive experience in local and cross-border mergers and acquisitions, joint ventures and collaborations, and other general corporate matters.

I advise a large number of regulators and agencies, including Energy Market Authority of Singapore, Building & Construction Authority, Health Promotion Board, Tripartite Alliance Limited and People's Association. I assist corporations who seek to capitalise on Singapore's strength as a key business hub in Asia in terms of their business set up, commercial contracts and multi-jurisdictional transactions and projects.

A large part of my portfolio involves large scale utility projects, regulatory and commercial contracts, public procurement, built to suit and sustainable investments in Singapore and the region. I handle anti-competitive analysis and legislative strategy and enjoy working on projects which harness technology and innovation in sectors such as clean energy, sustainable infrastructure, manufacturing, retail and healthcare.

I am the lead coordinator for a large number of innovative public projects in Singapore, including the Pulau Ubin Microgrid, Energy Storage Services testbed, Electricity Futures, Building Retrofit Energy Efficiency Financing (BREEF), CC-in-a-Mall, first desalination plant in Singapore, first sectoral competition appeal in the gas sector, the first LNG terminal project for Singapore as well as the iconic SportsHub PPP retail operations project.

I serve on the Board/Exco of a number of industry associations such as SEAS, ESI, HFCAS, SGBC, GCNS and WMRAS. I also serve on the board of CWW, a children's charity.
Experience
  • Advised Building and Construction Authority as well as the Singapore Green Building Council and consulted with key industry stakeholders to develop the first Energy Performance Contract for Buildings to help building owners and ESCOs achieve a hassle-free efficiency arrangement under BREEF scheme.
  • Advising Energy Market Authority of Singapore on the Energy Storage Services Agreement to appoint Sembcorp Industries to build, own and operate Singapore first commercial scale ESS (Energy Storage Systems) to enhance the resilience of Singapore's energy supply When operational, this will be the largest ESS deployment in South-East Asia, and one of the fastest of its size to be deployed.
  • Advised SportsHub Public-Private-Partnership (PPP) on all leasing issues for retail, commercial and ticketing space. This includes negotiations during the construction stage and drafting of the leases in anticipation of tenders for retail and commercial tenants. Although the Singapore Government plans to terminate the PPP, when the complex was completed, the Singapore Sports Hub was the largest PPP sports facilities project in the world.
  • Advised Blockchain.com in 2022 on its acquisition of Altonomy that was pending a payment services licence from MAS. This was a major transaction involving due diligence, licensing advice, employment issues, blockchain expertise and complex negotiations on the payment structure and risk mitigation.
  • Advised Toronto listed Poet Technologies, designer, developer and manufacturer of optoelectronic devices, on its US$28 million divestment of its Denselight business to a China-based strategic buyer.
  • Advised Sealed Air Corporation in its acquisition of Fagerdala Singapore, a fabricator of polyethylene foam with 14 manufacturing facilities in China, Thailand, Singapore, Malaysia, Mexico and the United States for around US$100 million.
