The Future of Connectivity: How the Digital Networks Act Will Reshape EU Telecoms Regulation and Investment

On 21 January 2026, the European Commission published the proposal for a Digital Networks Act (DNA). It will significantly reform the existing EU telecoms regulatory framework impacting communications, infrastructure, satellite and digital technology companies as well as the wider ecosystem.
The draft regulation has a range of proposals, including:
- A new “Single Passport” notification procedure (to allow for the provision of services in multiple Member States with a single notification) and measure to enable greater harmonisation of underlying regulatory obligations and information gathering powers.
- A new EU Satellite Authorisation.
- Increased spectrum harmonisation and measures to promote spectrum sharing as well as introduce spectrum licences of unlimited duration and the establishment of the Radio Spectrum Policy Board.
- Transition to fibre with copper switch off by 31 December 2035.
- The establishment of a new Office of Digital Networks (ODN).
- A voluntary conciliation procedure between telecoms providers and companies in closely related sectors (such as content application and cloud providers).
- Numbering requirements and measures to combat fraudulent calls and messaging.
- Consumer protection requirements.
- Security and resilience, including an EU Preparedness Plan for Digital Infrastructures.
- The replacement of the European Electronic Communications Code and inclusion of net neutrality rules in the DNA.
