I am a counsel in Bird & Bird's Regulatory & Administrative department in the Madrid office.
I specialise in both advising and litigating for pharmaceutical, defence, and technology companies in matters concerning public law, with a particular focus on public procurement. I advise on public procurement, sanctioning proceedings and liability claims against public bodies. Our clients operate mainly in three sectors, life sciences and healthcare, defence, and ICT, which are strategic and particularly innovative industries.
I deal with very complex issues in these sectors and have great expertise to offer my clients. For example, the public procurement of innovative products as supply contracts of highly regulated and highly sophisticated products and services, such as medicines, medical devices, frontier products, helicopters, software and hardware. In addition, I advise on innovative public procurement and projects, including risk-sharing agreements, PPPs, framework agreements, competitive dialogues, central purchasing, and pre-commercial procurement.
I also represent both multinational and Spanish companies in public procurement proceedings before Spanish public bodies, as well as before the Administrative Courts on Contractual Matters and national Courts.
Another part of my practice relates to audiovisual communications, where I advise audiovisual operators in areas concerning market entry, advertising rules, minor protection, exclusive broadcasting rights, among others.
Finally, I am a professor of General and Administrative Law on the master's programme at the CEU Business School in Madrid.
