International law firm Bird & Bird today announces in cooperation with its consulting arm OXYGY and the European Commission, the publication of the best practices report 2025 for the second cohort of the European Blockchain Sandbox.
The dialogues for the second cohort took place from late 2024 until April 2025, and the lessons learned, best practices and recommendations identified during the dialogues, which are presented in the best practices report published today, are significant for the wider blockchain community.

The best practices report launched with a supporting public webinar on the 29th April, in which the Sandbox team shared an overview of the regulatory best practices identified in cohort 2, and answered questions from the audience about the report.
Also announced during the public webinar was the Most Innovative Regulator Award, awarded by a panel of independent academic experts, Professor Roman Beck (Bentley University, USA), Professor Soulla Louca (University of Nicosia, Cyprus), and Professor Walter Blocher (Universities of Kassel). The honour is awarded to the following for their exceptional and innovative contributions during the second cohort dialogues:

We would also like to recognise that the best practices report was the result of the contributions by each of the regulators and authorities that participated in the second round of dialogues (see the public list here). A big thanks to all of the participating regulators/authorities and all the use cases who contributed to make these dialogues such a success.
A further best practices report for cohort three will be published following the completion of this cohort later in 2025, and the most innovative regulator for the third cohort will be awarded following the cohort dialogues.
